Unknown Eagle on both sides

I found this laying around in one of my coin rolls in my collection. I did the magicians coin test where it makes the sound but it doesn’t sound hollow, but it does weigh less than it should. A quarter should weigh 5.67 grams but this one weighs 5.279 grams.
