No mint mark and L on the rim ?

Cents minted in Philadelphia do not have mint marks except for 2017. L on rim is not a mint error and does not add additional value to it. 1949 Philly Wheat cent in not to bad shape. Maybe VF 30 ish. Worth about $.10 maybe.
