1990 P quarter error

So i got this 1990 P quarter and it had a bubble in it is that an error or wat is it with this ive never seen one like it before

Looks like environmental/Post mint damage. To my knowledge… nothing from the mint would cause something like that to a coin.

Ok but how could somthing ither then a flaw do this to a coin
